1985 …
The idea to build a totally new KPC & Ministry of Oil Complex began because despite the fact that KPC was a leading organization, it had no Headquarter. There were only segregated offices in Salhiya Complex, Salam & Sabah Towers, the constantly increasing staff & the growing demand for larger  office space.

On 2nd May, 1995
The Ministry of Oil delegates KPC to take this ambitious project. Formerly the PIC Salt & Chlorine Plant, this corner site between Shuwaikh and Kuwait City on the Sea front gets identified as the future location for the International Headquarters of KPC & the Ministry of Oil.

1997
After considering a series of competitive options, a final idea is chosen. It symbolizes 2 Dhows meeting with a connecting column in between.

April 1998
The construction of the project commences on this 57,000 sq. meters, part of which is reclaimed land. The construction took longer than expected because of KPC’s care & concern to make the project environmentally friendly. The polluted area had to be cleared of Mercury deposits and the sea bed was cleared in co – operation with
Environment Public Authority and Kuwait Institute for Scientific Research (KISR).

After 7 challenging years with construction material & manpower coming from France, India, Finland, Korea & USA, this construction gets successfully completed.
