Dr. Safar's career encompasses significant roles across various sectors. He served as the Minister of Public Works and Municipality Affairs, contributed to the Kuwait Oil Company, and played a vital role in the Municipal Council of Elections. Currently, Dr. Safar serves as a valued member of the Board of Directors for Kuwait Petroleum Corporation, providing substantial contributions to the oil sector.

Dr. Safar holds a PhD in chemical engineering (petroleum) from the University of Bath.
